Mr. Towle has been President of CICA since April of 2017. Prior to this role, he served as the Director of Financial Services for the State of Vermont for 17 years where he was the chief marketing and business development professional for Vermont’s captive insurance industry. He is a frequent presenter at conferences and is visible in international media as an authority on captive insurance. He was also recognized for his contributions to the captive insurance industry and was voted #10 in the 2018 Captive Review Magazine “Power 50” which recognizes the most influential individuals in the global captive insurance industry. He has published numerous articles in trade publications and currently serves on the Board of Directors for the International Center for Captive Insurance Education (ICCIE). He previously has served as an Advisory Board Member for World Captive Forum, Chaired the Risk & Insurance Management Society Exhibitor Advisory Committee and was active in various capacities with the Vermont Captive Insurance Association. He is a graduate of the University of Vermont and is married to Anne Marie Towle, who also works in the captive insurance industry.
